I believe the bug is fixed now.

Please submit a reproducible example showing the bug and re-open if not.

Instead of producing a useful error message, parallel is confused when run in an environment where the temp files it wants to write to are mounted read only. This is a weird and silly circumstance, but it happened (let's not ask how). I suppose that before doing operations that may require writing, a quick check should be done to make sure that's possible.
