Fedora and Debian libcurl packages don't contain libcurl.so, but their development packages do. So if you have libcurl.so but no curl.h something funny is going on. I suspect this doesn't affect anybody except reporter, so it's probably not worth spending time on.

Why would you have libcurl,so and not curl.h ? Sounds like you forgot to install libcurl-dev. Are you using pkg-config ?
