Two bugs in one!!

An easy reproducer to demonstrate both:

\M-!echo foo\M-x

Mangles the minibuffer to show:

echo SfooM-xPC

Here, the space character inserts SPC into the minibuffer and advances only one position, and then after foo inserts M-x.

We should have an actual space character inserted, and then a terminal bell rather than accepting a non-printable.
