The "move" command is built into the command.com interpreter. If you have built GNU make to use a shell instead of command.com, then you will not be able to invoke any command.com operations. I suggest you get standalone programs to perform the same functionality (Cygwin, for example, provides a "rm" command, and I'm sure there are others).

move file1 file2

this will fail with the followeing message

move file1 file2
process_begin: CreateProcess((null), move file1 file2 , ...) failed.
make (e=2): The system cannot find the file specified.
gnumake: *** [file1] Error 2

however the same rule with copy or rename DOC commands will execute properly!!
