Fixed in the revision 4897.
French babel mode not took into account.

Examining the bug https://savannah.gnu.org/bugs/?15099, it appears that the <rsup> TeXmacs markup is not correctly exported into LaTeX.

It's currently exported as a math superscript :
\newcommand{\tmrsup}[1]{\ensuremath{^{\textrm{#1}}}}

Anyway, there is two other different way to get a superscript in LaTeX.

1) LaTeX define the macro \textsuperscript.
2) In the particular case of french documents, babel introduce the \up macro (because several users complained that \textsuperscript typesets superscripts too high and too big).

These 3 superscript (math superscript, \textsuperscript and \up) are quite different. See attached document.

TeXmacs should export <rsup> using the appropriate macro, depending if it is in math mode or not, and in a french document or not.
