Note that FreeSerif has no lookup tables for Devanagari.
This is bad, and I hope to fix it soon.
FreeSans is based on Gargi, and inherited a lot of problems from it, but also some new ones have arisen.
First, I made an HTML file from the text in the Word document.

After several changes, several of the problems were resolved. However the first two (regarding the conjunct with ka), still show up in LibreOffice Writer.

But... the same text is correct in FireFox.

One idea is, it has something to do with the language specified for the runs of text in LibreOffice. However, I have never managed to get Hindi to appear on the Language menu under Character Formatting.
Now, FireFox and LibreOffice use different font rendering engines, but that doesn't completely account for it. I am aware of multiple OpenType feature-related problems with the LibreOffice engine. They have not been prompt with fixing problems.
The tables in FreeSerif originated in gargi, but there are differences. So far I haven't identified which difference triggers this issue.
