I checked in the following changeset to fix this problem for the next release

In AltLinux distribution PCRE library placed in /usr/include/pcre catalog.
Configure tries to check if PCRE installed trying to include <pcre.h> and expectedly fails (because it use pcre-config --cppflags after this check)
