Here are the packages used for building mit-scheme on Ubuntu; if you
install all of them using apt-get you should have no trouble building
MIT/GNU Scheme:

debhelper m4 autotools-dev libssl-dev libmhash-dev libmcrypt-dev
libgdbm-dev libpq-dev libncurses5-dev libx11-dev libxt-dev libdb-dev
libltdl-dev

I'm closing this bug since I was able to compile on Ubuntu 11.10 when
these packages were installed.

Yeah, sudo apt-get install m4 solved it. Silly me. What is the significance of the other stuff?

I successfully built and installed 9.1 from Portable C.

I then attempted to use this working mit-scheme command to install from the standard unix source. However at the ./configure step I get:

configure: error: m4 not found
configure: error: ./configure failed for microcode

The README says that if I have the latest release installed and working (as I do), yet cannot compile the sources, I should feel free to report this as a bug.

I haven't submitted a bug report before, so I'm not entirely sure what the standard protocol is for supplying information. However I'm running Ubuntu 11.10 on an x86-64 architecture if that is of any use.
