I think that source-highlight shouldn't use `-bash-completion' part in name of completion file because it is enough information about the file. I attach patch vs git repo.

I tried it, compiling package in Archlinux and install it under $HOME/tmp/fakeroot/source-highlight. The following option to configure was used:

autoreconf -i && ./configure --prefix=/usr --sysconfdir=/etc --with-bash-completion=$HOME/tmp/fakeroot/source-highlight/etc/bash_completiond.d && make -j2 && make prefix=$HOME/tmp/fakeroot/source-highlight/usr install

P.S. I'm not very familiar with configuration tools especially in how to adapt `Makefile.am' so I create directory `completion' and moved `source-highlight-bash-completion' to there as `source-highlight'.
