It would be counter-productive since new versions routinely require more sectors and leave exactly the right amount of sectors will make the problem come back later. Also additional sectors are used for Reed-Solomon redundancy and not allowing few sectors more leaves GRUB vulnerable to overwriting by some windows crapware.

Currently, grub-setup may say that
"Your embedding area is unusually small. core.img won't fit in it"
It would be nice to know more details, i.e., how many bytes or blocks are missing to place the image.
