I can still reprocude it with clean GNUstep and ProjectCenter both on FreeBSD and Linux from lastest CVS.
You have to use Project->New, not Project->Open,
and go through all the steps without doing something else.
Project->Open work the same as you mentioned.
The weird thing is that Project->Close will make the menu disappear, which is unusual.
If I'm the only one having this bug, I'm just out of luck. :)

I can't reproduce this with latest CVS both ProjectCenter and GNUstep. After closing project "Close" menu item turns into disabled for me.

1. openapp ProjectCenter
2. Project->New. (Name and project type don't matter).
3. Once the main window shows up, Project->close.
4. Menu and main window will disappear.
5. Double-click the application icon again to show up the menu.
(No main window this time).
6. Project->close will cause segmentation fault.
