Fixed in this changeset (http://hg.savannah.gnu.org/hgweb/octave/rev/f38cf6224452).

To access this fix you will need to download and build from the Mercurial sources, or wait for the 3.4.1 point release (expected by 5/31/11).

Here's a changeset (hopefully I did it OK) for both textread.m and textscan.m

(file #23153)

(Reported on octave-forge by brett.t.stewart at exxonmobil.com):
<QUOTE>
Both textscan() and textread() allow the specification of headerlines like
this:

textscan(fid,'%s','headerlines',N)

in which N is the number of lines to skip. However, with the current
version, if you try to specify N, it always uses N = 2.
</QUOTE>

I (Philip) have already fixed this (same bug in both functions); hopefully later tonight (after I have cloned a fresh tip) or this weekend I'll submit patches or a changeset.
