The function that you mention, specgram, is not part of the core Octave distribution. So if it is not in the default Octave path, it will not be found. If you want to use -f to skip reading startup files, you will need to add some code to your function to ensure that the path is correct. Depending on who might run your script, doing that explicitly in the script might be safer and more reliable than executing the startup files of other users.

In any case, I don't think this is a bug, so I'm closing the report.

Perhaps I was a bit too quick with reporting this as a bug

When removing the -f switch, the functions do work. Apparently initialization is necessary.
