The bug was fixed:
commit bc6db6a84

Incidentally, the "dtp" stands for date/time parsing.

When the date format YYYY-DOY (for example 2011-042 is February 11, 2011) is specified, the day of year portion is ignored, as if only the year had been specified. Although this particular format is not specifically documented, the resulting behavior is confusing for users in any case. One resolution is to remove YYYY-DOY support. Another is to fix it.

The case for removing that date format falls into the general category of removing undocumented features (and/or bugs, as the case may be). Since nobody has complained about this behavior for its entire lifetime, removal would be justified. Plus, thinking ahead, if we plan to use gnulib's date/time parsing modules, the sooner we align RCS (documented) functionality with what those modules provide, the easier it will be to transition later.

The case for fixing it is akin to the case for maintaining RCS at all (at least for this programmer): making it the best it can be in its traditional niche, even if that niche is not "standard".

A good compromise is to support these outlier date formats for RCS 5.x, deprecating them in NEWS, and dropping them in 6.x.
