I checked in the following change:

It adds a --without-opengl option. Everything else about "native" graphics depends on having OpenGL, so this option should do the job. If someone else wants to add more fine grained library selection, then that would be great, but I don't plan to do so. If you think my patch is sufficient to address the problem, then close this report. Otherwise leave it open, but maybe drop the priority?

The configure script currently tests for the needed libraries before building the native graphic backend based on FLTK. It would be useful if there was a way to enable/disable this compilation. Just because the libraries are present, does not mean a user necessarily want to build and use the FLTK backend. In particular, see bug #31047 where a user can't compile the FLTK backend and therefore is blocked from continuing to compile Octave.

Suggested feature names:
--disable-native-graphics
--without-native-graphics
--without-fltk
