No on Wine everything works fine.
That is what me make believe it is an issue with the different character sets. And a very nasty bug as I could only reproduce it with L as the last character. Other charachters are a bit truncated but still visualble.

If we're going to do a work-around, I think it should be done at a lower level than this.
This message with the URL is not the only one that's getting truncated. It'll be happening on all of them. It would be better if the space would be added inside the msg function.
Of course, if we can find the cause and fix it properly, even better.

Following some off list discussions with Harry, it seems that this problem is limited to windoze and affects any (untabled) text written to the output viewer.
I'm changing the title of this item accordingly.
Also I've pushed a change, which takes this URL out of the translatable string. This avoids the need for retranslation should the URL change and also avoids any risk that translators might inadvertently change the URL.

What I have found out after long testing:
The text is correct in the .mo file. The text is correct displayed in other screens. If another character as "l" is used as last character it is partially displayed.
My conclusion, MSWindows uses an other characterset as Linux which needs more space. This might be a problem for some other text in the output screen too.
Possible solution: give bit more space in the output window
Work around for this issue: add a space after "http://www.gnu.org/software/pspp/documentation.html" in #: src/ui/gui/help-menu.c:98
