Seems somebody (possibly puigpe) tried to convert the encoding of the file from EUC-JP to UTF-8, and somehow failed. Fixed now.

Tom Mizutani <gombei1970@gmail.com> writes via web-translators:

I tried to read
http://www.gnu.org/licenses/why-assign.ja.html
however the characters are garbled and cannot be read.

My environment is:
Windows XP Home SP3 (Japanese)
and I tried with
FireFox 3.6.3
Internet Explorer 6
Lynx 2.8.6

I also tried to change configurations for encoding (Shift_JIS, EUC_JIS, UTF-8)
but that did not work.

I also found the source code of the page does not contain encoding information.
(if the page had the <meta http-equiv="content-type"
content="text/html; charset=foobar">
tag, it might help a lot.)

Please look into the problem.
