I changed the wording slightly which hopefully resolves this issue.

The number in the prompt is the command number. Starting from 1 and counting up for each command in the current session. Maybe the relevant paragraph can be rewritten so that it is clear how the prompt works.

Well, this just begs the question, which I don't know the answer to: How does one use the command number?

Introduction

1.2 Simple Examples

"Lines marked with 'octave:13' are lines you type ... "
It seems that are no lines marked with 'octave:13>'.
Am I right?
