According to the list in the translation project the german translation is assigned. See http://translationproject.org/team/de.html I suggest you contact Nicolas Becker about the status before starting the translation.

- We once did have a (very poor) German localization, but it was removed after negative feedback from German users. See

Hi Christian.
PSPP does support i18n (for example, PSPP has been translated to Dutch and to Spanish) but it has not yet been translated to German. Would you like to work on that?
