Yes. That was it. linux16 solved the problem.

Does this bug remain visible once it is closed, or should someone
(me?) attempt to add a note to the wiki/FAQ?

Perhaps it has something to do with the modern 32-bit boot protocol grub2 uses by default. Try replacing linux with linux16

I checked all of that pretty carefully before posting.

Here is the grub1 menu.lst entry:

title 2.6.34-rc2
root (hd0,2)
kernel (hd0,2)/boot/bzImage-2.6.34-rc2 root=/dev/hda7 vga=0x16c

and the matching grub2 grub.cfg entry:

Note that there is no initrd involved.

The only difference, apart from the apparently broken gfxpayload/vga support in this version of grub2, is that
once the kernel is up and running, the linux apm module cannot
run after the grub2 boot. The module is present and found in both cases. But the apm module issues the error message about the missing device after grub2 but not after grub1.

Similar results on other at least one other module.

For example, after a grub2 boot:-
# modprobe apm
FATAL: Error inserting apm (/lib/modules/2.6.34-rc2/kernel/arch/x86/kernel/apm.ko): No such device

# ls -l /lib/modules/2.6.34-rc2/kernel/arch/x86/kernel/apm.ko
-rw-r--r-- 1 root root 37190 Mar 30 17:17 /lib/modules/2.6.34-rc2/kernel/arch/x86/kernel/apm.ko

Unlikely to be GRUB's fault. I think your grub.cfg doesn't correspond to menu.lst and has a diffierence either in kernel parameters or initrd filename

Booting a linux kernel on a fairly old desktop which only has
apm,

Grub2) With grub 2, the linux apm module will not load:
"error inserting apm ... no such device .."
Thus it is impossible to power off that machine remotely.

Grub1) With legacy grub1, precisely the same kernel(s) boot
properly, the apm module can load, and thus the system
powers off on shutdown.

So it seems that grub2 somehow prevents apm from being recognised
subsequently by the kernel. Maybe there is some sort of acpi
assumption which fouls up apm?

Tested on debian testing grub2 1.98-1 .

{Not reported via debian bug since debian kernels don't support
apm at all. )
