Well, this problem is because Xfce use the standard ICCCM to manage the focus. But if you configure the window manager to do not use this standard all work fine. Then you can close this bug, because really isn't a bug.

I get this error when deminimize the window (when I can do this)

to clarify, this only happened on apps that have panels (and maybe windows) with -setHideOnDeactivate to YES. And when you minimize a window after interact with these panels.

You can try this with Gorm. Open Gorm, create a new application. Select the window Inspector and then minimize the gorm's document window. Sometimes the window is minimized, and you can deminimize this. But sometimes the windows isn't minimized, and in some cases the window is minimized but you can't deminimize this, because the miniwindow is stuck. I don't have this problem on Gnome or WindowMaker.
