It was a bug in windows which was unable to handle a tiny free memory region left after install. GRUB doen't create such regions anymore. If problem persists please open a new bugreport

Oh, and what also works is dual-boot Windows XP / Linux with grub2 as the boot manager.

I did a further test, which I think confirms this to be a grub problem and not Windows 2000 NTFS corruption of any sort.

I used the Ubuntu Live CD booting into the VM that just had Windows 2000 installed to the front of the HDD. I added smbfs, mounted a share on our Samba PDC, and used dd to image the Windows boot partition.

Then I rebooted to the Ubuntu installer, and installed Ubuntu 9.10 behind Windows 2000 as usual.

Upon completion, I tried first booting to Windows 2000, which stalled at the usual spot.

Then I booted into Linux from the HDD, and restored the dd image of the Windows 2000 partition. Rebooted.

Windows 2000 again stalls at the usual spot in the boot process.

I have used an Ubuntu Alternate CD and selected Lilo as the boot manager in place of Grub2. Windows 2000 boots properly when Lilo is the boot manager.

Ubuntu distro moved to Grub2 in their 9.10 release, and in the alpha versions of 10.04.

A computer is first loaded with Windows 2000 at the front of the drive, and free space to later install Linux is left at the back of the drive.

Windows 2000 installs and boots / works properly.

After this, Ubuntu Linux with Grub2 is added.

Trying to reboot into the Windows 2000 Grub2 menu choice hangs shortly after the OS starts booting.

Doing a safe-mode boot shows that the boot process hangs at Mup.sys file.

I first opened a bug report in the Ubuntu bug tracker, here:

I just now thought to escalate the bug to this site as well.

Currently Ubuntu 9.10 has grub2 version 1.97~beta4-1ubuntu4.1
and Ubuntu Lucid alpha has grub2 version 1.98~20100128-1ubuntu3

Both versions are erroring in the same exact way.

Attached is a screen capture of Windows booting in normal mode, and in safe mode showing booting stopping at mup.sys file.
