It's documented behavior.  From '5.3 FTP Time-Stamping Internals', "...when retrieving individual files from an FTP server without using globbing or recursion, listing files will not be downloaded (and thus files will not be time-stamped) unless `-N' is specified."

First, correct behavior:

david$ ./wget ftp://slackware.oregonstate.edu/pub/slackware/slackware-13.0-iso/slackware-13.0-install-d1.iso*
[lots of output]

david$ ls -al slackware-13.0-install-d1.iso.*
-rw-r--r--  1 david  staff    197 Aug 26 16:14 slackware-13.0-install-d1.iso.asc
-rw-r--r--  1 david  staff     64 Aug 26 16:17 slackware-13.0-install-d1.iso.md5

Timestamps match the server when globbing is used. Now a single file:

david$ ./wget ftp://slackware.oregonstate.edu/pub/slackware/slackware-13.0-iso/slackware-13.0-install-d1.iso.txt

This time the timestamp does not match (the file was deleted in between runs).
