Isn't that "detailed menus"? The "Edit" menu is already reduced when that is set to "simple menus". We can use the same option.

I am not sure whether this operation is common enough to
deserve a special menu entry. If menus grow too large,
then they will become harder to use for more common tasks.

On the other hand, we might want to define a user preference
for making menus longer (and shorter, e.g. for use at highschools).

Seems reasonable enough. If this is accepted as a viable idea for TeXmacs then I'll rewrite the example attached and fix the math issue.

I do not think the Format->Transfor menu is the right place. I would choose the Edit menu and create a submenu for specific textual transformations. All the items in the Format->Transform menu inster some tag while this operation is more like Cut and Paste and modify some elements in the document instead of adding some more info.

Well, I went and wrote the hack for you. You can see it in the attached .tm file.

I think the proper place for such a feature would be inside "Format->(Text)Transform".

There is the question of properly handling locales. Guile 2.0 provides string-locale-downcase, but we do not depend on it (yet?).

As a temporary hack, you can try using the scheme function string-downcase with the current selection.

In the Edit menu should be added items "To lowercase" and "To uppercase" which would replace lowercase<->uppercase letter in the selection.

Math formulas should be not changed by these operations.
