Well, it is common sense and a common practice to use a shared directory for your image files.
The use of an absolute path - to the root of a drive or a webserver - for the image directory actually works fine in GNU Backgammon on Windows. The path in the exported html-files is correct.
The only problem is that a superfluos directory named html-images is created in all the directories where the HTML export files are saved. Yes, I can delete all those directories manually, so it is just annoying.
It should be easy to check whether a image directory with the specified path (absolute or relative) already exists before creating the directory with all the images in it.

Well, spaces in directory and file names are allowed on the Windows operating system, så GNU Backgammon should be able to handle such names when running on Windows.
In most situations it works just fine, and the only problem (bug!) I have encountered so far is the creation of a wrong or superfluos image directory when i am using spaces in the directory names.

Specifying absolute paths or paths with spaces in them ain't a very good idea because of portability and the lack of space support in html syntax. Probably you would have to encode any such sequence for it to work at all. I'll submit a partial fix, but mainly you are on your own.

When an absolute path has been specified for the "URL to pictures" a superfluous directory named html-images with all the images is created in the directory where the HTML export files are saved.

When exporting HTML to a directory with a blank in the directory name ex. "aaaa bbbb" a superfluous directory named "aaaa" with all the images is created in the parent directory.
