I doubt this is realistically the direction that locale support is going, so I'm closing this one.

POSIX 2008 has a new set of C library calls that make it much easier to work with multiple locales. GNU libc implements these, but not all libcs do of course. It would be nice to be able to use them in PSPP, so we would need to implement fallback versions in gnulib.
