You're right. The first patch was embarrassingly slipshod. The second attachment should be more adequate.

Please revise:

if test "$with_sqlite" != "no" && "x$have_sqlite" = "xyes"; then

should be

if test "$with_sqlite" != "no" && test "x$have_sqlite" = "xyes"; then

and the code expects HAVE_SQLITE, while the patch defines USE_SQLITE.

Currently, if sqlite devel packages are installed on the machine where gnubg is built, it is compiled with support for this database and there is no way to avoid it.

Could you check in the attached patch that enables a "--without-sqlite" option to configure ?
