The message "should now be logged in" is the message for when SetUtmp() fails. It says "is now logged in" if it succeeds. Are you requesting a more explicit error message?

Also, I see at least one other code path which--given that this is/should dichotomy is the desired solution--does not check the return value and emit the correct version of the message.

If screen doesn't have permissions to write to /var/run/utmp (is not setgid utmp, say), it still happily declares that the window should now be logged in. There's code in place to check for errors: is there a logic flaw in the error-checking code, or is it a flaw with the system pututline? (Ubuntu 9.04).
