Yes, fuzzy messages are omitted during the .po -> .mo conversion.

Additionally, even if the translator voluntarily removed
the fuzzy flag without caring about the format mismatch,
the TP's robot would reject that PO file. And even if there
was no TP robot performing this check, the po/Makefile would
signal an error when doing the .po -> .mo conversion.

I was informed that fuzzy strings are not actually returned as translations at runtime. Please close the bug if true, and apologies for the noise.

Version: gettext 0.17 (debian sid package 0.17-6):

A translatable string in my C code was changed. make update-po resulted in the following kind of change in multiple .po files:

-msgid "Got Message #%"
-msgstr ""
+#, fuzzy, c-format
+msgid "Got Message #%u from object \"%s\" (%s): "
+msgstr "Boodskap vanaf element \"%s\" (%s):"

-#~ msgid "Got Message from element \"%s\" (%s): "
-#~ msgstr "Boodskap vanaf element \"%s\" (%s):"

(note: the original msgid is truncated - which was a bug I was trying to fix; I am not sure if this is pertinent to the problem here though - as I see it you should under no circumstances end up with incompatible printf formats in msgid and msgstr).

So this looks like a bug to me. Fuzzy matching should fail if the printf formats don't match.
