Now hopefully intltool developers will let us add a language prefix in POTFILES.in...

xgettext has a --language option, which you can use to
specify the language of the input files. If the input files
are in different languages, you can use several xgettext
invocations, each with its own --language value.

Making guesses based on the contents of the file is fragile,
and is not needed since specifiying --language is less fragile.

Therefore xgettext better does not do this kind of guess.

Sometimes script files in Python, Perl or other languages have no extension, and gettext doesn't automatically recognize the language used.
I suggest that in this cases (no extension) xgettext reads the first line of the file to detect #!/usr/bin/env <language> if available to determine the language to use.
