This is a general rule that looks a bit weird the first time you see it. A player is allowed to the dice in any chosen order, e.g., 3/2 2/off. Which is 3/off in short notation.

with dices set to 6 1 shows a wrong hint in 2-ply evaluation:

1. Mit Doppler 2-ply 3/off Eq.: +2.000
1.000 1.000 0.000 - 0.000 0.000 0.000
2-ply incl. Doppler prune [world class]

The second hint however is correct:

2. Mit Doppler 2-ply 3/off 2/1 Eq.: +2.000 ( +0.000)
1.000 1.000 0.000 - 0.000 0.000 0.000
2-ply incl. Doppler prune [world class]

this can be reproduced as follows:
