The NSApplication method _targetForAction:keyWindow:mainWindow: method loops through the nextResponder chain, but stops when it encounters self rather than continuing to its own nextResponder, as seen at line 3653:

while (resp != nil && resp != self)

I'm not sure why that second test is there. Eliminating it would fix the problem, I believe. Cocoa does send action messages to the application's nextResponder.
