This was fixed in r4375 and will be in nano 2.1.9. Will leave bug open until the official release.

Per Eitan Adler's message to nano-devel about 2.1.8pre2, the fix for not using get_full_path() to fix another bug also broke the ability to specify paths like ~user or ~ in nanorc files.
