I think this is probably a libtool/automake bug.

If you can work around it, then I'm reluctant to spend too much time looking into this. I'm really hoping that in the near future we can finish migrating to GtkBuilder, and remove this dynamically loaded library altogether.

When compiling pspp using mingw, make creates libpsppire-0.dll.
Running psppire, it opens without problem, but when I try to do anything it crashes. Debugging the problem, I've found that it also needs libpsppire.dll, but I can just rename it, because it also needs libpsppire-0.dll. On windows there's no link like on linux, so I need to copy the dll and change it names.
It's not a big deal, because it has only 15k of size but it's still a problem.
