A: yes, this kind of stuff can be implemented totally in Scheme.

Please be more specific about the feature you expect from an outline editor. Saying "do as X" is not enough because we, busy developers, generally do not have the time to learn a new tool just to clone it.

Please make the TeXmacs outline editor smarter than the OpenOffice one. The outline editor in XEmacs "outl" from Infodock is a good one to learn from, I imagine. As I recall, it works very well.

Q: Can this outline editting be implemented totally in Guile Scheme inside of TeXmacs?

Sorry, forgot to set the severity to wishlist.

OpenOffice.org has great outline editting features that TeXmacs really ought to have something like. Open openoffice, and right-click for a popup menu. Select "Numbering / Bullets", then click the "Outline" tab, and select an outline style.

Enter a few items, pressing return, just as in TeXmacs, to create a new heading. Press "Tab" to move it into the next deeper outline level, and "Shift Tab" to move it back. Use "Ctrl Arrow" to move it up and down the outline.

You can use Backspace to remove the number and make a plain paragraph (as in TeXmacs), but to move that along with the item, you must select it along with the item's text. (I'd prefer the paragraph stuck with the item by default in TeXmacs's implemenation of outline editor.)
