The double click is needed to select the document view which then allows the selection of the table/outline view.  I agree this would be more consistent, but it is currently not worth implementing.   Since this issue is over 10 years old, I am closing it.

Selecting a NSTableView right now involve clicking on it (thus selecting the outer NSScrollView) and then double-clicking on the scrollview to reach the inner tableview. InterfaceBuilder simply use single-clicks to do the same (click->NSScrollView->click->NSTableView->click->NSTableColumn), which seems better, easier, and more coherent with GNUstep's single-click approach.
