bug #25024: --prefix=/usr/local used when building on Windows

configure: running /bin/sh './configure' --prefix=/usr/local 'CC=gcc' --cache-file=/dev/null --srcdir=.

Why is it including --prefix=/usr/local when the specified domain is SYSTEM? I am not including this in my configure line.
