This is a duplicate of Bug #2169 and has been fixed in the CVS source tree; the next release will contain the fix.

Further testing seems to indicate that the problem is in file function.c, routine func_shell() with the read(pipedes[0],) that is interrupted i.e. when cc < 0 and error is EINTR. Evidently, the read() is not being automatically restarted in this case.

Explicitly restarting the read() in this case seems to fix this particular problem. Debug-statements show that the "cc < 0 && errno == EINTR" does indeed occur.

Comparing 3.79 source against 3.80 source shows that there are several places where the EINTR_SET test has been removed; likely all of these could cause problems on these OSF platforms.

Tried on OSF 4.0 and 5.0
Appended snippet works fine with make 3.79
Using make 3.80 (built with native cc) sometimes it returns the expected value, sometimes the empty-string.

xEXPR := $(shell /bin/expr 6 - 4 + 1)

@echo "xEXPR=$(xEXPR)"
