bug #24900: GSX11HandlesWindowDecorations default name should be changed

At least for two yeary no the name of this default has been GSBackHandlesWindowDecoration. GSX11HandlesWindowDecorations has only been supported for backwards compatibility.

I am not sure about the documentation. This may still need some correction.

The default for this setting is NO and I strongly advocate to keep this. Drawing our own window decoration will make our windows stand out in almost any environment.

The name of this default implies a connection to X11. It should be something more generic like "GSHandlesWindowDecorations." YES for GS to draw it's own borders, etc... NO, otherwise. The default should be YES.
