I checked in a brief description of enable-relocatable. Arguably it's somewhat terse, but IMO the purpose of INSTALL isn't to be a tutorial. It draws the installer's attention to the existence of this option. (S)he can then investigate it if it's of interest.

If anyone feels that more is required, the feel free to add more. Otherwise I think this item can be closed.

We support --enable-relocatable in configure, but nowhere do we document why one would use it. We should mention it in INSTALL, at least.

There is some documentation for --enable-relocatable in gnulib, in doc/relocatable.texi, that might be suitable.
