This should now be fixed in trunk. /var/lib, not /var/run, is the correct place for .lastweek according the File System Hierarchy Standard.

/var/run appears to be mounted tmpfs, causing /var/run/rottlog (ROTT_STATDIR) to be deleted. rottlog responds with "Can't write to /var/run/rottlog/.lastweek"
