Still need to fix the description in wget.texi. Also, I believe -B still applies even when -F isn't used (that is, when -i is a simple list of URLs).

Also, I'm thinking that referring to HTML's BASE tag may be a little too technical for some users; perhaps a description along the lines of, "Resolves input-file links relative to URL" or some such.

This is incorrect (at least for FTP URLs, but probably for all).

--base=ftp://micah.cowan.name/pub/ditty

doesn't prepend ftp://micah.cowan.name/pub/ditty, it prepends ftp://micah.cowan.name/pub. IOW, it acts just like that value had been found in an HTML "base" element.
