At this time, these digit marks are on (or slightly below) the Arabic baseline; the separator is bisected by the baseline. They may have been moved in the interem: several revisions have been made.

The unicode sample http://www.unicode.org/charts/PDF/U0600.pdf places these quite high.

How high should they be?

Arabic-Indic digits (U+660-669), Arabic decimal separator (U+66B) have glyphs at superscript positions instead of at baseline.
