I am starting to use the Private Use area for other purposes, such as for accents used by multiple characters and ligatures that have no Unicode of their own.

I think this was the intended use of this range.

I think in one face, there are some Indian characters in this range too. These appear to be simply misplaced, but they are referenced elsewhere, and there isn't room for them in the high unicode range where they perhaps ought to go

The numerals were put there deliberately. F600-9, F6DC
In the tools directory is a script to put them in, by Primoz: CVS log reads:

"A Perl script for moving kerning information from ASCII numerals
(U+0030...) to characters in the Adobe corporate use area
(U+F6xx)."

There are 12-15 characters in the Private Use Area (U+E000-F8FF) in each font variant, which do not serve any useful purposes. These characters should be unassigned, and the source glyphs should be removed if they are not used by other assigned characters in any way.
