The problem is not present at large zoom factor and does not affect printing : it is due to the finite size of on-screen pixels and rounding.
Forcing a blank pixel between lines on-screen would be artificial and could trigger other issues.

Sometimes the following formula is displayed in UI with the big overline at zero distance from the small overlines. Overlines cleave to each other.

<math|<overline|<overline|X>\<cap\><overline|Y>>>

You may enter the formula and to add some empty paragraphs before it until appear the effect of clinging overlines to each other.

There should always be at least one pixel between overlines.
