The answer seems to be:
to generate both TrueType and OpenType fonts with the option
OpenType "old-style 'kern'"

I knew before that Windows didn't recognize GPOS 'kern' tables in OpenType, neither by pairs nor by classes, without this option turned on. But the same also seems to be the case for TrueType on Linux, at least as concerns OpenOffice. With the option turned off, it ignores kerning, otherwise it recoginizes either pairs or classes.

This is strange, because FontForge seems to frown on the option:
"This font contains both a 'kern' table and a 'GPOS' table.
The 'kern' table will only be read if there is no 'kern' feature in 'GPOS'."

I have confirmed, with the latest release of Freefont,
using a test string

gedit 2.20.3
kerns correctly
also kerns correctly for DejaVu Serif and Times New Roman

OpenOffice
does not kern
with the font set to DejaVu Serif, it kerns.
with the font set to Times New Roman, it does not kern.

KWriter
does not kern
with the font set to DejaVu Serif, it kerns.
with the font set to Times New Roman, it does not kern.

Firefox
I see no kerning at all. Maybe Firefox bug.

This is an important bug. Unfortunately, I don't know much about the issues: what is the purpose of having multiple kerning tables? what algorithm is used to do lookups?

It would appear that various renderers use the tables in different ways.

Practically speaking, it is most important that kerning work in the word processors, rather than text editors.

We need a lowest common denominator for kerning tables, and a policy for when to use other kerning tables. From my tests, it seems DejaVu has found this common denominator.

It seems that kerning is not working for FreeSerif. I've tried it on Ms. Word and OpenOffice, both in Windows and Linux. It works in Rogier van Dalen's TrueType Viewer Tool, but I had to specify it to use the latn encoding first (kerning in dflt encoding doesn't work).

Haven't tried it for FreeSans and FreeMono though.
