I checked Arial and Times New Roman, and in this range they have...
precisely one character... the double-hyphen.

Good enough for me. But how to advertize that this range is supported? In FontForge, the obvious (!) place is
Element -> Font Information -> OS/2 -> Charsets
but... Supplemental Punctuation is not listed there as an option.
The manual doesn't help...

Is this really the problem?
Is there some other way to specify the code ranges?

Mystery solved, a wrinkle remains.

The editor (gedit) is getting the double hyphen from a different font, because FreeSerif doesn't advertize that it supports the "Supplemental Punctuation" Unicode range. It shouldn't, because up to now it had no glyphs in that range, and now it has only one.

There are only 26 glyphs here, and some look easy to do.

The wrinkle is, I don't think a font should say it supports a range when really it just supports one character in the range.

I don't have time to make all these characters. I would delegate, if there were somebody to delegate to. I would copy, if I knew an appropriate source.

Mystery: the line height changes when I put a double hyphen in.

See nothing in the glyph that would do this.

I'm in the middle of working on a digitisation project of some German texts and I've noticed that the double hyphen glyph (U+2E17) is not included in the Free Fonts. Would it be possible to add such a glyph?

The double hyphen is similar to an equals sign, basically two hyphens above each other. In order to distinguish it from an equals sign, it is often slanted upwards to the right. Wikipedia has a page on it here:

It could probably be added quite quickly for someone familiar with font tools (unfortunately, I'm not) by copying the equal sign then shearing the glyph slightly upwards to the right.
