I can verify that the suggested change fixes the following bug:

Start screen with:
screen
split
split -v

Now, if you do ":resize -b +1", then it's supposed to increase both the height and width by 1. But it only increases the width.

in line 3826 of process.c (version 1.26) it should possibly be
ResizeRegions(*args, i);
instead of
ResizeRegions(*args, 0);
as otherwise there is no difference between vertical and horizontal resize in mixed layouts (as far as I could tell, everything is still working after the change).
