Sorry, but without any further input I will close this bug report.

Could you give me a list of user elements that should respect the font size settings but don't do so? With that I would be able to look into some of the specific cases and find out if the application code is wrong (Using explicit size) or if some GNUstep gui code fails (perhaps also uses explicit font size).

To make this task feasible it will be needed that you point me to the source or Gorm file where the user element is created. It is to hard to dig through a huge application like Gorm or GWorkspace to find the place where a specific font gets created.

if it won't work for nibfiles and there are other cases in which files, I might not have enough information to help you.
Whtat I noticed is that when the backend displayed font sizes wrong, trying to reduce every fontsize I had available in SystemPrefecnes fontpanel still left me some "bigger" fonts, like some palette items in Grom or some elements in GWorkspace (the file names in the browsers, volume information) while for example Menu Items displayed correctly.

if it is supposed to be wrong this way and if there is no fix without breaking say OpenStep spec, then leave it as is. But try yourself, set every font small enough so you can notice and restart  your applications.

I would need a bit more details on where this is happening and what the expected behaviour should be.
As far as I can tell from the source code, fonts created with a font size of 0 will be treated as being of system size and stored by (non-keyed) encoding as having system font size. This wont work for NIB files and it also wont work if a font is explicitly requested to have the system size. Which of these cases, if any, is it that you are having trouble with?

Riccardo and I discussed this yesterday.

I believe what's happening is that the defaults setting for the font size isn't being respected.

The font sizes in Gorm are not hard-coded.   The palette which contains the different text fields uses the system fonts.   NSFont encodes whether or not the font being saved is one of the system defined ones or if a specific font is needed.

I believe he saw the behavior in other apps outside of Gorm.

I don't quite understand what you are saying. There are of course plenty of ways to change the default font size. The setting NSFontSize shoudl for example affect the system font. But I have no idea whether Gorm will respect this or if Gorm is requesting a fixed sized font. Or whether the font sizes used in Gorm are hard coded in the used Gorm files for the interface elements.
Could you please be a bot more specific what isn't working?

the system font (the one used in the gorm palette as "system") gets derived from the "default font" (NSFont constant as set in systempreferences). It gets derived in a fixed size, so changing the default font size and face, changes only the face but not the size. The user should be able to accommodate the sizes of all displayed fonts.
