Hi,

I found a small bug in the GSL bspline module.

When triying to evaluate the bsplines at the last breakpoint tmax, I get 0
everywhere, what's not normal.

Fortunately, when evaluating at tmax-epsilon, where epsilon is a small
value, I can recover the expected value.
